The City Planning and Zoning Commission of the City of Rochester, Minnesota, will hold a public meeting in the Council/Board Chambers of the Government Center, 151 4th Street SE, Rochester, MN, on Wednesday, April 11, 2007, at 7:00 p.m. regarding:

  • General Development Plan R00278GDP AND Land Subdivision Permit R2007-001PLAT by Dan Penz/Willow Development, Inc to be known as Willow Heights Fifth. The applicant is proposing to develop approx. 40 acres of land located north of 40th St. SW, west of Willow Heights Drive SW and east of 9th Ave. SW. The plan proposes extending a new public roadway east of 9th Ave. SW into two cul-de-sacs for single family lot development and two outlots. The balance of the site (over ½) is proposed to be divided into two large single family lots and one Outlot. The applicant is also requesting approval of a Substantial Land Alteration for grading which exceeds 10’ cut or fill in approximately four locations on the site.
  • General Development Plan (R00277GDP) AND Special District #19 (R00019SD) by Hadley Valley Partners of Rochester, LLC to be known as Hadley Creek. The applicant proposes mixed use development on approximately 233.9 acres of land utilizing unique zoning regulations with the inclusion of design standards, setbacks and land use mixes. Proposed development includes a mix of uses proposed for development in a Special District, including a public golf course, single family residential with varying lot sizes, multi-family residential, community center, club house and commercial. New public roadways are proposed, including alleys within a portion of the site. The property is located along the north side of 48th Street NE, west of Hadley Valley Road NE, east of TH 63 and south of the Hawthorn Hills development.

Join the American Association of University Women for a program on education and health care in Nepal by Dr. Earl and Beverly Thompson on Wednesday, April 18, 2007. The meeting will be at Charter House Northview Room (3rd floor). Join us for coffee at 7:00PM followed by a short business meeting and the program at 7:30PM.

“By educating the women, you educate a family, and hence, the whole village.”

Earl Thompson, a retired veterinarian and his wife, Beverly, a public health nurse, live on a farm near Clarks Grove but spend much of their time abroad. They have been particularly involved in the establishment of adult literacy programs, health clinics, and agricultural projects in the remote mountainous country of Nepal. In 1984, the Thompson's started the Nepal Social Service Fund which established health clinics and literacy classes for women. For their work, the Thompson's were awarded the prestigious Jefferson Award in 2004. Established in 1972 (by Jacqueline Kennedy Onassis, U.S. Senator Robert Taft and Sam Beard) the Jefferson Award honors individuals for their achievements and contributions through community and public service.

    For the final concert of its 2006-07 season, the Choral Arts Ensemble is pleased to share the stage with The Singers—Minnesota Choral Artists in a choral collaboration. There will be a pre-concert discussion with Artistic Director Michael Culloton at 7 p.m. Featured works will be “Five Flower Songs” by Benjamin Britton, Daniel Pinkham’s “Wedding Cantata,” Claude Debussy’s “Trois Chansons” and the “Six Chansons” of Paul Hindemith, as well as works by René Clausen and Eric William Barnum. Each choir will be premiering a new choral work. Choral Arts Ensemble will premiere “The New Moon” by David N.     Sponsored by the International Code Council Foundation, Building Safety Week is a special time set aside to increase the general public's awareness about the importance of making homes and buildings safe places where people can live, work, and play.

    The Rochester Building Safety Department invites you to stop in at our newly remodeled office space anytime during the week, take a tour, and have a cookie (while they last). The remodeling work is not quite completed but we’re well over ½ way there. Much of the work is being performed by Building Safety Department staff. We may be slow but we’re thorough and inexpensive. All work has passed inspection so far, and yes, we have a permit.

As part of this year's celebration, EPA would like to encourage interested groups to plan activities and events that help raise awareness of the critical role wetlands and other aquatic resources play in our environment and build support for the protection and restoration of these valuable ecosystems.

    The Rochester Building Safety Department invites you to stop in at our newly remodeled office space anytime during the week, take a tour, and have a cookie (while they last). The remodeling work is not quite completed but we’re well over ½ way there. Much of the work is being performed by Building Safety Department staff. We may be slow but we’re thorough and inexpensive. All work has passed inspection so far, and yes, we have a permit.

    • Final Plat R2007-003PLAT by Northbrook LLC to be known as River Center Plaza. The Plat proposes to subdivide a part of Outlots 9, 10, and 11, Northern Addition to the City of Rochester into 2 lots. The property is located west of T.H. 63, east of the south fork Zumbro River and south of Elton Hills Business Park.
    • Vacation Petition #R2007-004VAC by Mayo Clinic of Rochester. The applicant is proposing to vacate the north-south access easement adjacent to Lots 1 & 2, Block 1, Cummings Addition and Lots 1 & 2, Block 55 Original Plat of City of Rochester. The property is located north of 2nd Street NW, west of 4th Avenue NW and east of 5th Avenue NW.
    • General Development Plan (R00277GDP) AND Special District #19 (R00019SD) by Hadley Valley Partners of Rochester, LLC to be known as Hadley Creek. The applicant proposes mixed use development on approximately 233.9 acres of land utilizing unique zoning regulations with the inclusion of design standards, setbacks and land use mixes. Proposed development includes a mix of uses proposed for development in a Special District, including a public golf course, single family residential with varying lot sizes, multi-family residential, community center, club house and commercial. New public roadways are proposed, including alleys within a portion of the site. The property is located along the north side of 48th Street NE, west of Hadley Valley Road NE, east of TH 63 and south of the Hawthorn Hills development.

    The City Planning and Zoning Commission of the City of Rochester, Minnesota, will hold a public meeting in the Council/Board Chambers of the Government Center, 151 4th Street SE, Rochester, MN, on Wednesday, May 9, 2007, at 7:00 p.m. regarding:

    • Text Amendment 2006-06, initiated by the Rochester City Council, to amend the Rochester Zoning Ordinance and Land Development Manual to define Offender Transitional Housing; to establish separation and concentration requirements and other zoning standards for such uses; to identify zoning districts where such uses may be established; to establish requirements for a conditional use permit as a Type III Phase I with a hearing before the Council and with a requirement for a neighborhood meeting; and to provide for revocation of the conditional use permit for violating conditions of approval or for violating the portion of the Housing Code known as the disorderly use ordinance.
    • Text Amendment R2007-003TA, initiated by the Rochester City Council, to amend the Rochester Zoning Ordinance and Land Development Manual to identify limited circumstances under which the Zoning Administrator may waive the requirement for a General Development Plan when required as part of a re-zoning.
    • Zoning District Amendment #R2007-002ZC, by SMC of Rochester LLC. The owner proposes to re-zone a .96 acre parcel of land from R-1 (Mixed Single Family Residential) to B-4 (General Commercial). The parcel is located south of TH 14 East, west of 40th Ave. SW, and north of Golfers Ct. SW.
