City Planning and Zoning Commission Meeting

The City Planning and Zoning Commission of the City of Rochester, Minnesota, will hold a public meeting in the Council/Board Chambers of the Government Center, 151 4th Street SE, Rochester, MN, on Wednesday, April 11, 2007, at 7:00 p.m. regarding:

  • General Development Plan R00278GDP AND Land Subdivision Permit R2007-001PLAT by Dan Penz/Willow Development, Inc to be known as Willow Heights Fifth. The applicant is proposing to develop approx. 40 acres of land located north of 40th St. SW, west of Willow Heights Drive SW and east of 9th Ave. SW. The plan proposes extending a new public roadway east of 9th Ave. SW into two cul-de-sacs for single family lot development and two outlots. The balance of the site (over ½) is proposed to be divided into two large single family lots and one Outlot. The applicant is also requesting approval of a Substantial Land Alteration for grading which exceeds 10’ cut or fill in approximately four locations on the site.
  • General Development Plan (R00277GDP) AND Special District #19 (R00019SD) by Hadley Valley Partners of Rochester, LLC to be known as Hadley Creek. The applicant proposes mixed use development on approximately 233.9 acres of land utilizing unique zoning regulations with the inclusion of design standards, setbacks and land use mixes. Proposed development includes a mix of uses proposed for development in a Special District, including a public golf course, single family residential with varying lot sizes, multi-family residential, community center, club house and commercial. New public roadways are proposed, including alleys within a portion of the site. The property is located along the north side of 48th Street NE, west of Hadley Valley Road NE, east of TH 63 and south of the Hawthorn Hills development.
