C. CONSENT AGENDA:
1. Approve April 23, 2008 minutes
2. Type III, Phase III Incentive Development R2008-001CUP Final Plan by First Presbyterian Church. The applicant proposes an addition to the church which exceeds the allowable floor area. The property is located along the south side of 3rd Street SW and along the east side of 6th Avenue SW.
3. Type II Conditional Use Permit #R2008-010CUP by John Prow. The applicant is proposing to develop a drinking and eating establishment at 821 Civic Center Drive NW (former Holiday gas Station). The property is located in the M-1 (Mixed Commercial Industrial) zoning district. The property is located along the north side of Civic Center Drive NW and east of 8 ½ Street NW.
4. Type III, Phase III Restricted Development R2007-028CUP Final Plan by Joe Weis – Weis Development Corp to be known as Washington Village. The applicant proposes to construct two apartment buildings on the former Bachman site. One apartment building would contain 67 units while the other would contain 51 units, both buildings would have underground parking as well as surface parking. Access to development would be off of 10th Ave NW, 11th Ave NW and from the Northgate Plaza Senior Housing development. The property is located north of the Northgate Plaza Senior Housing development, south of Washington School and along the east side of 11th Ave. NW.
D. PUBLIC HEARINGS:
1. Amendment to R00019SD Special District #19 known as Hadley Creek by Hadley Valley Partners of Rochester, LLC. The applicant is proposing to amend the special district language regarding front loaded garages and minimum length of porches. The property is located north of 48th St., NE, and west of Hadley Valley Rd., NE (CR 124) on property that is now the Hawthorn Hills Golf Learning Center. (public hearing)
2. Text Amendment R2008-001LUPA initiated by the City Planning and Zoning Commission to amend the Rochester Future Land Use Plan text to establish a “light Industrial/Business Park” land use designation. The amendment will include locational criteria for lands to be designated for “Light Industrial/Business Park” designation. (public hearing)
3. Text Amendment R2008-002TA initiated by the City Planning and Zoning Commission to amend the City of Rochester Zoning Ordinance and Land Development Manual to establish a light industrial/business park zoning district. The amendment will include zoning district standards and appearance standards for the zoning district. (public hearing)
